Abilities: Condemn (kind 40).
The effect layer ripples throughout. 132 frames.
Opens the tiled canvas (BattleFx_BeginTiledCanvas) and adds BattleFx_ArmBg2AffineHBlankDma to feed work->bg2xLines to BG2X; decodes the burst's pieces into Ram_MapCellBuffer; moves the target's object; and reloads the battle backdrop on BG1 before it closes the layer. It never calls EFFECT_SHOW_DAMAGE, and leaves the flash timers alone.
